What about simply quoting quotes (where unquoted quotes are PCDATA
delimiters):

<p>"He said ~"It stinks~" as he...."</p>

Legions of TeX typists do more or less the same every day...

['~"' is shortrefed to '"' as a CDATA entity for SGML processing.]
