Charles - EMPTY is a declared content type - did you mean "Other declared
content types" or that XML should not use EMPTY as well?

XML could decide to retain CDATA and RCDATA to provide a method for entering
large blocks of SGML markup (without any end-tags not starting with <) if
it decides to abandon marked sections, e.g.

<!ELEMENT markup   - - RCDATA >
