3.a List link required?

3.a.  The initial draft does not have any construct analogous to the "List 
Link" construct in Eliot's proposal. Do we need one? 

 The ERB detects no strong requirement to proceed on this in the near term.
 Once the shape of the Extended Link is better-defined, we may wish
 to revisit this.
