A12: quote all attribute values?

On 9 October 1996, the ERB will vote to decide the following question.
A non-binding preliminary vote indicates the ERB is now leaning to Yes.

A.12 XML will require all attribute-value specifications to take the form
of attribute-value literals (7.9.3, 7.9.3.1).
