This is one of a series of reports on recent decisions of the SGML ERB.

A.20' XML will change the COM delimiter from '--' to some other
string, to minimize user errors.  (Candidates: !!, /*, //, **, ??,
;;, ~~.  !?, ?!, (), [], others ...)

Decision: No.  Dissenting: Sperberg-McQueen.
