Forgive me, I took the weekend off and am late catching up.  What Paul is 
describing is exactly what I am asking for by way of an FPI mechanism.
Simple, optional, no behavoir implied but one identity mechanism in place.
Behavoir determined outside, but "names", that is identifiers (as well as 
URL addresses) allowed.
