Yes it does,
Definition:

http://www.w3.org/TR/xml-names11/#dt-IRI

Ahh, I made a mistake, they use the term IRI reference not IRI ...

Hence the proposed resolution should be to globally substitute URI 
reference by IRI reference and uriref by iriref etc.
