Did we decide any closure of issues tex-01 and tex-02?  I vaguely recall we 
did, but can't find any record.

(My recollection:
   tex-01, don't normalize, language tags match per RFC3066 -- case insensitive
   tex-02, match language subtags, postpone or reject
)
