I thought you were OK with this; you were for making RDF URIs Unicode  
strings, which is a clear violation of RFC2396. That decision is  
recorded in the Concepts WD:

"A URI Reference Label within an RDF graph (an RDF URI reference) is a  
Unicode string [UNICODE]"
