RDF/XML Syntax Specification (Revised) changes since Friday telecon

The following changes were made:

    Many typos, spelling fixes
    W3C doc style stuff, link checking
    Updated namespace section, moved to 3.8
    Obvious bugs/errors after Jeremy's comments; fixed or warning added
      in the text - see CVS log for details.
    New Section 3.9 Identifiers discussing how RDF uses URIs, IDs,
      blank node identifiers
    Section 2 now has examples

danbri, emiller looked over Section 2, 3.9 for obvious mistakes
