The minutes have Frank Boumphrey as both present and absent.  Also, the
minutes say:

>   Dave summarises his email; the major concerns are over a title change

>   about some browsers' poor rendering of the <ins> and <del> markup.

"poor rendering" is a rather positive way of putting it; 
"non-rendering" would be more accurate :-)
