There seems to be an internet-draft already in the pipe with lots more 
URIs in it:

ftp://ftp.isi.edu/internet-drafts/draft-eastlake-xmldsig-uri-09.txt

Includes things like rsa-sha512, author is Don Eastlake.  Rich, is this 
the sort of thing you had in mind?
