Final Tweaks to Exclusive XML Canonicalization CR

In the actual spec, I've removed all the red text and as a result of the 
Director review tweaked the Intro and added a Security concerns section. 
I've staged this for publication for early next week. (Hopefully it's good 
to go, but if you see any stupid mistakes let me know.)
