first stab at draft agenda for Pittsburgh IETF

We don't know yet just when the meeting will be scheduled but have asked for
a two hour slot on Wednesday or Thursday.  Anyone who would like to make a
presentation on the topics below or other working group related topics should
contact the co-chairs.  We are working on scheduling some interoperability
testing earlier during the IETF meeting.
