It seems you are misunderstanding namespaces of attributes.
In out.xml:
<dsig:CanonicalizationMethod dsig:Algorithm="http://www.w3.org/2000/02/xmldsig#c14n"/>
This dsig:Algorithm attribute belongs to the Global Attribute
Partition. But all attributes defined in the XML-Signature
belong to their Per-Element-Type Partition. This
CanonicalizationMethod element should be:
<dsig:CanonicalizationMethod Algorithm="http://www.w3.org/2000/02/xmldsig#c14n"/>
