Agreed in 18 Dec telecon that section 4.3 is somewhat misplaced. The first two
paragraphs to be moved to section 8.1, the third removed as suggested, the
fourth moved to section 16 with the rest of the XML extensibility discussion,
and the last to section 20, IANA Considerations.
