To be revisited during (or just prior to) last call, after additional issues
have been resolved -- only when we have a complete set of semantic changes can
we make a firm decision on this. There are a couple of directions the spec could
go on this; defining a compliance class for 2518bis in full, or continuing to
support levels as in 2518 (which allows servers to optionally support locking).
