Discussed during the 12/16/2005 teleconference.

Consensus that we do not want to change the specification because of this issue.

Several reasons:

* We do not like the side-effect behavior of PUT creating a number of collections.
* We don't believe that WebDAV is, in fact, in violation of the HTTP
specification on this issue.

Resolving, WONTFIX.
