This issue was discussed during a teleconference, and the consensus there was
the existing semantics in RFC 2518 are what is intended. Additional language has
been added to the specification, as noted by Julian, explicitly stating that
this is the desired behavior, and noting that clients can explicitly perform a
merge if they want.
