Consensus on 11/30 telecon was that:
* the current MUST language seems too strong
* use cases exist which indicate that it is desireable for per property
behaviour to be defined
* we need to actively solicit input from client and server implementers via the
mailing list and otherwise

Lisa will propose text to address the first two points above.
