Fwd: I-D ACTION:draft-ietf-webdav-quota-05.txt

This version incorporates all of the editorial fixes that
Julian pointed out previously, plus renames storage-quota-reached
to quota-not-exceeded.  As far as I'm aware, the only
outstanding issue is whether we use the string "quota"
or something else.
