Updated Web versioning and config. mgmt. charter

Hi,

I've updated the charter for the Web Versioning and Configuration Management
working group, and placed it on the Web at:

http://www.ics.uci.edu/pub/ietf/webdav/versioning/charter.txt

I have also requested a BOF slot at the Minneapolis IETF meeting to discuss
this charter.
