"The Internet Engineering Task Force", Scott Bradner
Book Chapter in "Open Sources: Voices from the Open Source Revolution"

This is a nice, short introduction to the IETF by Scott Bradner, the editor
of nearly all IETF process documents. A useful read if you're new to the
IETF.

A more traditional introduction to the IETF is given on the IETF Web site:

http://www.ietf.org/overview.html

Including, of course, "The TAO of the IETF" <http://www.ietf.org/tao.html>.
