Yes, it has.  JimW's versioning protocol draft supports variants (I haven't
looked at Chris's combined draft yet), and the definition in the goals doc was
copied directly from RFC-2219 (the WebDAV goals doc), which (I am told) took it
from (based it on?) HTTP/1.1 (to ensure that the variants we come up with are
the same kinds of things that base HTTP/1.1 clients are expecting).
