I too am coming to the conclusion that ACLs need to be part of DAV, I will
take it upon myself to put out a proposal by the end of next week. 
Yes, I'm of the opinion  that if management and administration are the
goal of this, then move, copy, security issues and access control are
all necessary to provide a really usable/comprehensive infrastructure...
