I wonder whether anything in the TAG finding on "Metadata in URIs" [1] 
might be of interest as background to this discussion.  I don't think the 
"finding" strongly points to one answer or another regarding the questions 
that Larry has raised, but perhaps it would at least be useful input to 
the discussion?
