I think
  mailto:masinter@parc.xerox.com?subject=URL%20semantics

is in the same class as

  http://www.service.domain/ask?a=b

in that this URL is a particular elaboration of an interaction with
   http://www.service.domain/ask

so I don't think there's any fundamental difficulty with the extension
itself. I think the problem may be with how

	draft-hoffman-mailto-url-00.txt

currently describes it, and I'd happily take any suggestions for
improvements in the wording.
