This gets proposed from time to time.

A more effective solution is being developed with URNs.

The move now is to use normal looking URLs with distingushed meaning.
This solves the transition problem while allowing URN aware
tools to gain immediate benefits.

Our work on this is described in

and we will soon have code you can try in
