Whither URI: Revising the charter, disband URI?

contains some comments on that proposal. I've asked some of you who
have expressed opinions about `whither URI' to focus the discussion on
getting the charter revised.

The URI WG cannot continue with a charter without milestones and
realistic dates for those milestones. Those who would like to continue
this as a forum to discuss architecture of UR* need also to focus that
discussion on making progress toward items that exist in our charter.

If we were to propose the URN and URC schemes as 'experimental' rather
than 'standards track', we could probably push them out to RFC more
quickly.

"Review X and recommend a course of action" is not a reasonable
milestone, unless the possible recommendations are limited and there
is a date when we will cease reviewing X.

I think the URI charter should contain a reasonable end-point for the
working group, i.e., the conditions under which we will disband, our
work completed, other work to be taken up by other working groups.
