Hi folks,

I have tried a couple of times to send the draft to the list, but
it has not appeared. I will split it into chapters and send those.
Meantime, I suggest people look a

Following Larry's suggestion, I will go ahead and submit it to the
Internet drafts editor, and will issue a revision based on comments.
