OCLC's URN Services Proposal

Having just responded to Renata's comments on our URN Services
Proposal, it occurs to me that a general announcement to the list about
our proposal has not yet been made.  We circulated the draft to a small
group of people, and it has been submitted to the IETF (and should be
announced formally very soon) but I'm not sure how Renata came across
it.  (We're pleased that he did, however... cyberspace... ya gotta love it)

In any case,  we hope the proposal will engage the URI community in
productive discussions relating URNs, URCs,  naming authorities, and
the services that can be expected to evolve around them (we call our
proposal the URN Services Proposal for short).
