Specref now case insensitive from Tobie Langel on 2014-08-07 (spec-prod@w3.org from July to September 2014)

Thanks to the work of Markus Lanthaler, Specref is now case insensitive, so:

http://specref.jit.su/bibrefs?refs=WORKERS
http://specref.jit.su/bibrefs?refs=workers
http://specref.jit.su/bibrefs?refs=WoRkErs

Should all point to the same resource.
