Yes, you are correct that some minimal rules would need to be enforced. 
But I think that the number can be very small.

Yes. It complicates the implementation somewhat, but not terribly. If 
you remember the last good commit, you can always reset to it.

Since feedback seems to be positive, I'll try to find some time to code 
up a prototype around TPAC.
