New XML Spec schema and stylesheets

I just published an update to the XMLSpec schema and stylesheets
at http://www.w3.org/2002/xmlspec/index.html

I tweaked the DTD to make the content model of latestloc "loc+"
instead of mixed content. I've never seen a spec that had anything
other than a single loc in there. If you know of an exception,
please let me know.

Supporting multiple loc elements is for the pubrules changes that
allow multiple latest locs.

The stylesheets also support multiple loc elements and I fixed a
couple of bugs.
