Hi Spec Prod, The QA Working Group has published an updated version of the Specification Guidelines, defining what important principles a specification should follow to ease conformance and interoperability: http://www.w3.org/TR/2004/WD-qaframe-spec-20040830/ While this is not (yet) a last call working draft, comments from specifications editors on this document would be more than welcome; comments should be sent to www-qa@w3.org for proper issues processing, but I believe discussing the document on this list is also appropriate. In addition to this document, the QA Working Group has started to work on a set of more "advanced" topics in "Variability in Specification": http://www.w3.org/TR/2004/WD-spec-variability-20040830/ trying to help understand and assess the impact of design choices in the specification on the future interoperability of the implementations.
