Missing files, and possibly locked down location of files

Hello! The site I'm referring to is https://www.w3.org/Daemon/

The links to download the source code, specifically these two links are
either broken or the site ftp.w3.org is locked or does not exist, resulting
in no way to get the source code (well other than one file at a time via
the browse code, or downloading the whole thing via a website downloader):
