W3C Bugzilla seems to be down from Boris Zbarsky on 2016-12-16 (site-comments@w3.org from December 2016)

When I load https://www.w3.org/Bugs/Public/show_bug.cgi?id=28244 I get a 
page whose title is "Error 403" and whose text is:

   Sorry, Insufficient Access Privileges

   You do not have sufficient privileges to access the page that you 
requested. Some possible reasons:

etc.  This same URL worked fine an hour or two ago, so something _just_ 
broke.
