Our firewall is open to everyone for port 80 and 443 on our server. It's a public website. Some of your other tools such as CSS validator works just fine, so why not html validator. What is the difference in connection between css and html validators. Do you use some special user agent string?

I will keep looking on our end.

Follow-up: It seems our validator is blocked from accessing your site. It could be a firewall or web server configuration. Unfortunately I think it's on your end that this is happening.
