The URL:

http://www.w3.org/2001/xml.xsd

causes a timeout or is returned very slowly when attempting to fetch
it, which breaks validation for XML documents that reference this
schema directly or indirectly.

However, the URL of the latest version,
http://www.w3.org/2009/01/xml.xsd, returns quite quickly.

Seems like something is wrong with the redirection.
