Huge delay on a single file blocks web service tools

 
Dear w3 service desk,
 
we have a serious problem with the follwoing file that is hosted on your servers:
 
        www.w3.org/2001/xml.xsd
 
I am representing a large industry organisation (www.onvif.org) that provides web service based API.
Building stubs fails because of download problems with the above mentioned file that
is referenced from other web service related files.
 
This file typically takes 30 seconds to download, while any other file downloads in below
a second.
