Webpage not working

Greetings.  Initially observed failure when attempting to access this  
webpage via an BPEL script.  Attempted to access using a browser and  
get the following system response:




Can navigate and resolve to: www.w3.org/TR/html4

More at: http://www.w3.org/TR/html4/sgml/dtd.html


Any help would be appreciated.
