please restore links to history of RDF, OWL

I'm trying to research the history of some RDF/OWL issues,
and it seems that any mention of the RDF Core WG is
gone from http://www.w3.org/RDF/
and likewise the Web Ontology WG from http://www.w3.org/2004/OWL/

Please add them back.
