Help link broken in bug tracker for normal accounts

Hi folks,

I have an account on your Bugzilla installation with (I assume!) absolutely
baseline permissions. I can create new bugs (such as
http://www.w3.org/Bugs/Public/show_bug.cgi?id=9493), but if I click the
"Help" link on that page, it takes me to
http://www.w3.org/Bugs/Public/docs/html/bug_page.html but I get a 403 --
forbidden error. It seems like the help for the bug reporting page should be
accessible to anyone who can access the bug reporting page. :-)

Thought you'd want to know.
