This is to make you aware that your DTD

http://www.w3.org/TR/html4/frameset.dtd

is completely broken.

The errors are:

Line 20: Missing closing ">" in the entity declaration
Line 21: Missing opening "<" in the HTML comment "<-- Typical usage:"

These error makes it impossible to use this DTD.
