The horizontal layout of what is traditionally the TOC on, e.g. the I18N
page (presumably in accordance with the instructions given to the designers
of the individual pages) is too much like the breadcrumb feature above the
header. The ONLY way to do this is to have these in-page links appear
(probably as hovers in the left panel when each main link is hovered on?) as
mouseovers. To radically undermine such widespread conventions makes no
sense.
