STFC name on the web site.

The name of the Science and Technology Facilities Council which is a
member of W3C appears on the web site in several places (e.g. the
testimonial at [1]) with the "and" represented by the HTML ampersand
string "&amp;" instead of either the "ampersand" or the "and". This is
probably an error in the member database, but could it be corrected.
