I am sorry if this should go directly to the UK Regional Office but I
cannot find their mailing list so this seems the most appropriate email.

 
The W3 UK office website http://www.w3c.rl.ac.uk/ has a notice headed
"Illegal Internet Information" which states that in the UK the National
High Tech Crime Unit provides guidance on fraud and other internet
crimes. It doesn't.
 
The National High Tech Crime Unit has been long since merged into the
"Serious Organised Crime Agency" and it has stopped offering guidance,
which has been regionalized to individual police forces. See
