How do i get border = 0 of framesets??. PLEASE

Hi!!!
I try to satisfy with HTML 4.01 Specification and i  find a problem with 
frameset borders,
what can i do,  PLEASE HELP ME.

My code is:
<frameset rows="60,40,*" cols="*" frameborder="0" onLoad="changeBorder( this 
);">

.... and it don't satisfy with HTML 4.01 Specification
