First thank you for taking the time to answer my question. 
My question was regarding the character that are allowed in the name of file to be use or access thru HTTP.
Like for example i know that if i'm using blank space in the name of my file i will get those "%20" in the URL and i heard that it could also create major problems with old browser version. So here where i work i have made my house rule wich is to never use anything else then :
-letters with no accents (i'm french-canadian so we like those accent like é, è, ù, ê, à, etc.)
-numbers
-the character "-" 
-and the character "_"
-file name should be short (below 20 character).
 
Here we take you guys as reference for our web practice. So i was wondering if you had something on the subject cuz it's nice for someone who is just starting in a big place to say "look it,s not just me saying, that's the way it is supposed to be according to the W3C."
