message count in 'by attachments' index should reflect only messages with attachments

I believe that the present functioning of the email archive 
formatter, as regards the 'attachments'
index, is confusing.

Take for example

http://lists.w3.org/Archives/Public/wai-xtech/2004Aug/attachment.html

Here it tells you that it is giving you an index of 40 messages and 
then it lists none.  I am not sure
that is what we want to be telling people, here.
